ISTD calls upon traders to register for the tourist refund scheme

Income and Sales Tax Department invited traders to register in the Accredited Trader Net for sales tax refund on goods in procession of tourists, foreigners and non-residents leaving the country. It pointed out that accession of traders to the Accredited Trader Net would contribute to motivating non-residents to buy from the accredited shops that guarantee refund of tax paid on goods. ISTD has concluded an agreement with Talal Abu Ghazaleh Group (TAG) to refund sales tax already paid by non-residents, tourists and foreigners on purchases they take with them outside the country via airports and land and sea borders through TAG offices stationed there.

In cooperation with ISTD, TAG assigned the following website for this purpose.

 http://www.tagtaxfree.jo/index.aspx
This website includes the shops, its locations, tax refund offices, how to make shopping, and requirements for refund. ISTD explained that visitors to the country, tourists and non-residents can use this sales tax tourist refund service with respect to goods purchased and taken with them when departing the country. Special offices belonging to TAG have been designated for this purpose. It added that non-residents can ask for refunds within three months of the date of purchase. Director-General of ISTD Mr. Bashar Saber emphasized that while ISTD enforces the law in imposing and collecting the taxes, it is also keen to refund sales tax to non-residents and tourists upon leaving the country with their purchases via airports and land and sea borders through TAG.

Delivery of tax services by the various ISTD offices to investors of the development zones

ISTD Director-General asked all directors and managers of service centers across the country to simplify and provide tax services to all investors in the development zones when they visit any of the offices located in the different areas and governorates. To facilitate investments, the DG requested taxpayers who have businesses registered in these zones to get tax services such as filing tax returns and paying withholding taxes from these offices. However, tax audit will be conducted by the Large Taxpayers Office (LTO) being in charge of audit on investors and businesses registered in the development zones.

Government halts amnesties with respect to public funds and related penalties

The government of Jordan has officially stopped requests for exemption from the public funds. Exemptions will only be governed by the Jordanian laws and bilateral agreements. Prime Minister Hani Mulki issued a circular for all public institutions to stop sending requests for public funds amnesties, including penalties, for any reason. Exemptions will be limited to those granted by the Jordanian laws and bilateral agreements concluded with other countries. In a statement issued Saturday by the MOF, the Ministry explained that the circular came in light of commitment to fulfil the requirement of the comprehensive national economic reform program and the extended soft credit arrangements required by the IMF. The Ministry pointed out that amnesties inconsistent with the Jordanian laws and bilateral agreements will be permanently stopped.

The ministry added that this circular comes to achieve justice among all citizens, motivate taxpayers to pay their financial obligations on time and not waiting for more amnesties
.The circular emphasized that there will not be any more amnesties inconsistent with the Jordanian laws and bilateral agreements. In a related incidence, the Ministry of Finance launched last month a query service on accounts payable by taxpayers for ISTD, Customs and DLS through a link available at the websites of these entities where a taxpayer can key in his national number, whether an individual or an entity, to inquire about the amounts due to the treasury. This service aims at making it easy for citizens to inquire about the amounts due on them without visiting the different entities in person so that taxpayers can settle off their debts easily. The Ministry, in light of the circular issued by the Prime Minister, called for halting any amnesty, including penalties and called upon all debtors to quickly settle off their debts to avoid liability to any legal or administrative action which may reach up to putting movable and immovable property under lien, sale by auction and ban travel.
