Minister of Finance : Implementing digital control over tobacco factories is one of the most important tax reform projects.

The system will enhance trust between taxpayers and the Income and Sales Tax Department.

The system contributes to the transition from traditional control to electronic control.

The Minister of Finance inaugurates a computer training room at the Tax Institute.

The Minister of Finance, Dr. Muhammad Al-Assis, visited the Income and Sales Tax Department today, during which he met with the Director General of the Department, Dr. Hossam Abu Ali, and a number of assistants and managers.

The finance minister expressed his thanks to the director general of the ISTD and all its employees for the achievements and reforms that the department continues to achieve in all areas, which played a role in the government not having to raise or increase taxes.

During the visit, he was briefed on the digital control system to be launched by the Department with the aim of increasing the efficiency and effectiveness of tax control systems on factories and companies producing smoke, beverages and honey.

He listened to a briefing about the objectives of the digital control system and an overview of the importance of its application, its mechanism of action, the stages of project implementation work, and the parties concerned with its implementation .

The Minister of Finance Dr. Mohammed Al-Asas said that the transformation of the ISTD to apply digital control over tobacco factories instead of direct control is one of the most important tax reform projects, as this system will enable the department to subject the target factories to digital control in accordance with the latest systems applied globally to stop direct traditional human control.

He added that The use of this system will have a role in protecting the national industry and will guarantee consumers access to original products that were not counterfeit, counterfeit or smuggled.

For his part, Dr. Hossam Abu Ali, Director General of the ISTD, explained that the application of the digital control system will enable the department to use the control procedures for management and operation within the production sites (cigarette production factories) using an integrated control software through which the cigarette production process is approved from the start of the process Productivity and ending with tracking it in the market through electronic tagging(E-Stamps) distinctive and unique (Unique) on all products to reduce the traditional direct supervision of those factories.

He said this system will enable the department and the relevant regulatory authorities to monitor all types of cigarettes and tobacco, and as a later stage, this system will be applied to various other products and to ensure that they are produced by licensed factories inside the Kingdom.  Digital and in a way that enables the regulatory authorities to track the source of smoke and the products that carry these signs, and thus discover counterfeit or smuggled smoke and its source.

Abu Ali said the use of the system means applying the best tax control practices used in developed countries and is being applied for the first time in the Middle East by a government agency and contributes in harmony with international practices with regard to the WHO protocol in combating illicit tobacco trafficking.

Opening of the computer training hall

Today, the Minister of Finance, Dr. Muhammad Al-Assis, visited the tax institute established by the Income and Sales Tax Department with the aim of preparing and training the department's employees and the private sector and qualifying specialized expertise in tax work, scientifically and practically.

 During the visit, the minister opened a computer training hall that was recently established with the aim of training and developing competencies and improving the capabilities of auditors and workers in the ISTD and transferring expertise among them.

The training room contains 25 computer units and all their accessories were financed and equipped by the Public Financial Management and Administration project funded by the US Agency for International Development.

Dr. Hossam Abu Ali, Director General of the ISTD, said the tax institute looks forward to excellence in the fields of taxes and its research at the regional and international level, as well as linking to scientific and cultural agreements and establishing constructive interactive relations with similar Jordanian, Arab and foreign universities and institutes to qualify and train the department's staff and prepare and qualify experts in the tax field.

He added that the institute will play a role in serving the Jordanian and Arab community by preparing scientifically and practically qualified tax experts and will work to partner with qualified universities and academic institutions.

The director general of income and sales tax pointed out that the establishment of a specialized training hall for computers came to the importance of having a hall in the tax institute to work on the development of the capabilities of employees and qualify them in different fields of computer, and to use them to hold many training courses to raise the capabilities and levels of practical trainees.

The opening ceremony was attended by the representative of the US Agency for International Development in Jordan, Mrs. Rabi Abu Hussein, the Director of the Public Finance and Administration Project, Mr. Gareth Davis, and the head of the revenue enhancement team, Ms. Manal Asir, and a number of department and project employees.
