Abu Ali at the Hebron Forum on Electronic Invoicing the obligation to issue the invoice electronically

Director General of the ISTD, Dr. Husam Abu Ali, said that the National E-invoicing system is a reform system that does not aim to impose taxes or increase taxes, and it is a regulatory system for the purposes of transferring and documenting invoice data electronically and does not impose any additional costs or material burdens on taxpayers who are bound by the system as taken into account.

During the meeting organized by the Hebron Forum for Comprehensive Development Authority in the presence of Dr. Yaqoub Nasser El-Din, Chairman of the Forum, Abu Ali explained that it was taken into account that this system is easy and simple for everyone who uses it and is able to absorb all the accounting systems used by the different sectors and be able to adapt to deal with these systems without arranging any changes to them.

He said that the National E -invoicing system is capable of issuing 60 million invoices per day, pointing out that it takes into account the various aspects of security and information protection applied in global systems, explaining that all the necessary technical and technical tests have been carried out to be suitable for use without any obstacles. And apply it experimentally to a number of establishments and companies before its official launch.

He explained that the system was issued based on the provisions of the Income Tax Law No. 38 of 2018, through the provisions of paragraph (f) of Article (23), during which it was required that a person be obligated to issue an original invoice in exchange for providing any service or selling any good in the Kingdom, and Regulating for Organizing and Controlling Invoicing Affairs and the categories excluded from them under this system.

Based on the provisions of Article (16) of the Regulation for Organizing and Controlling Invoicing Affairs No. (34) of 2019, the Executive Instructions for Organizing and Controlling Invoicing Affairs No. (1) of 2019 were issued.

Abu Ali said that the electronic invoicing platform has been made available on the department's website, which allows taxpayers to issue invoices through it if they do not have an invoicing system or directly link with the tax if they have an invoicing system.

He indicated that under the amended regulation of the regulation for Organizing and Controlling Invoicing Affairs, No. (13) of 2023. Obligors of companies, establishments, professionals, service providers and craftsmen who implement the E - invoicing system are obliged to issue the invoice electronically through the E - invoicing system and are not required to keep hard copies of invoices.

He explained that the accession procedures are simple and easy, and will have a role in facilitating and facilitating taxpayers, and will reduce human intervention, facilitate the procedures for auditing taxpayers' files, speed up their obtaining tax clearance, and will contribute to getting rid of the burden of transferring invoice books and financial statements from companies to tax auditors' offices.

During the meeting, he indicated that specialized sectoral work teams have been allocated to help the groups covered by the E - invoicing system in order to meet with them, guide them, raise their awareness, assist them technically and technically, facilitate them in the procedures of linking to the system and use one of the platforms that suit each taxpayer.

He said that the regulation and issuance of the invoice is excluded according to the provisions of the Regulation for Organizing and Controlling Invoicing Affairs, and the instructions issued pursuant to it, licensed establishments and businesses whose annual sales are less than 75,000 dinars, such as shops "mini market, supermarket, or shop, for example."

He pointed out that licensed crafts in any of the Kingdom's governorates are excluded according to the legislation in force for those whose annual revenues are less than 30,000 dinars, as well as bakeries that sell bread only.

Abu Ali explained that the Income and Sales Tax Department has expanded its electronic services to almost be the first digital department in the Kingdom, so that anyone can obtain all services electronically, as the number of services that have been provided to obtain them electronically has become 63 services.

He announced that the Income and Sales Tax Department is the first in the Kingdom to introduce artificial intelligence techniques in auditing tax returns submitted by taxpayers so that the returns are checked immediately and quickly, in addition to using the digital control system on factories and companies producing smoke, drinks and molasses launched by the department with the aim of raising the efficiency and effectiveness of tax control systems. At the end of the seminar, which was attended by a large number of members of the administrative and general body of the forum, Abu Ali answered the questions and inquiries of the audience.

At the beginning of the meeting, Dr. Yaqoub Nasser El-Din, Chairman of the Hebron Forum for Comprehensive Development, member of the Senate, welcomed the Director General of the ISTD and stressed the importance of adhering to the laws and regulations issued under it and the importance of applying the national E - Invoicing system.
